About the Role

We are looking for someone who has a successful track record in delivering digital transformational change to support the embedding of new technology throughout the commissioning life cycle. As our Strategic Digital Commissioner you will be responsible for driving change across Adult Social Care and beyond working across Commissioning, Operations, digital and IT as well as key external stakeholders to drive improved outcomes for our residents.

This is an exciting opportunity to play a key part in the RBK ASC's digital transformation journey. We have an exciting Technology change programme underway with a real focus on ensuring we maximising independence through technology and digital aids to support our residents live their best lives.

This strategic role reports directly to the Assistant Director for Adult Social Care (ASC) & Health Commissioning and Transformation - there is no direct line management but it is expected that the role will drive change through effective facilitation, engagement and networking with colleagues.

It supports and aligns with the Strategy and Transformation Team to ensure best practice commissioning frameworks are reflected in ASC commissioning intentions.

Some key activities as part of this role include:

Digital/New Ways of Working

  • Provides thought leadership and horizon scanning of new and developing technologies in relation to ASC and health.
  • Collaborates with Digital and IT colleagues to translate digital solutions into commissioned services
  • Leads on the delivery of the ASC Market position statement for technology and digital
  • Champion the use of new technologies to adopt modern, agile working practices, improve customer service and eliminate paper-based processes wherever possible.


  • Leads on the research and utilises best practice to ensure that digital and technology solutions reflect local need, priorities and maximise resources
  • Leads on the facilitation and involvement of service users, families and carers in the planning, design and delivery of services and strategies, to improve their quality and outcomes through new technology and digital means
  • Leads and promotes iterative and continuous service development, responding to market developments and service needs
  • Leads on the IT & information governance including GDPR as Digital Commissioner
  • Strategic Partnership working with 3rd party suppliers, including digital agencies and software vendors

Commissioning & Performance Management

  • Collaborates with manager and colleagues to define strategic outcomes, set targets and manage team performance, within a culture of continual improvement
  • Develop and deliver on digital operational plans to ensure that the Council resources within the teams are used to best effect and impact
  • Deliver value for money in line with the Council's commissioning ambitions

  • Understanding and awareness of key legislation for Public Sector social care, including health, housing and social care
  • Experience of commissioning across health and or social care
  • Support digital transformation through a complex service delivery organisation continuously improving the effectiveness and impact of the charity
  • Play a key role in leading end-to-end delivery digital projects, including technology delivery, and change management required to improve, implement and embed digital systems, IT infrastructures and processes
  • Support best practices and processes across the digital and operational colleagues for the consistent delivery of projects
  • Research solutions and make recommendations for the improvement of systems and infrastructure. Ensure teams are delivering to a common plan and purpose, and that risks and issues are well-managed
  • Extensive expertise in key digital principles, including human centred design, prototyping and agile delivery in a sensitive and complex environment
